Resident questions need for $1.3M landfill host fees -Accuses Clinton Landfill of accepting illegal, hazardous waste

CLINTON — County resident Bill Spencer addressed the DeWitt County Board Thursday, questioning the need and use of $1.3 million in host fees the county receives each year from Clinton Landfill.

“Do we need the $1.3 million,” Spencer asked. “How does it fit within our property tax structure? If we no longer receive hosting fees, will it increase property taxes?”

The host fee suddenly became a topic a few weeks ago, when Brian McGinnis, attorney for Clinton Landfill’s parent company Peoria Disposal, told the board its plan to force the company into a hearing over its proposed chemical waste unit was a violation of their contract. McGinnis said if the county broke the contract, his company would no longer be obligated to pay the host fees, about $1.3 million a year.

Some members of the board are pushing for a so-called “siting” hearing before the landfill receives a pending permit from the Environmental Protection Agency to expand the levels of PCBs it is allowed to accept. McGinnis said the expansion does not meet the description of a new pollution control facility under EPA regulations, so a hearing is not required.
